Many users reported that we can empty messages in Outbox, Draft or Deleted folder and then try again. I don't see a way to post images on this forum, but you can see the exact screen-shot from the Mac here: it says, 'Details, The total attachment size exceeds the limit. Try removing one or more attachments before saving or sending. Error code: -17193.' So, there must be some kind of limit.No messages stuck in outbox or drafts.
The version of Outlook is 365, part of Office 365 recently installed and kept updated.The problem only occurs on the Mac, and only with Outlook. Other email clients (Thunderbird) on the same Mac can send this attachment w/o problem. If it were a problem with the IMAP server then I would think Thunderbird would not be able to send either.
